Opening Full Time 40 hours Grade 057 Talent Acquisition Schedule 8 AM-5 PMResponsibilitiesGENERAL PURPOSE:Directs the planning, implementation, coordination, operation and evaluation of the Talent Acquisition Division, including coordination for the recruitment of internal and external candidates for identified business units across the enterprise, accommodations and policy development and recommendation (affirmative action, compensation programs, executive recruitment, etc.). Reinforces and assists with implementation of policies and policy changes to enhance the applicant experience, customer service to business leaders and streamline operations. Develops and implements data metrics and analyzes information to assess program effectiveness, works with Business Partners and department stakeholders to promote a pro-active recruitment program, which includes building a best in class experience for applicants, talent pool and pipeline development and conducting other related activities.SPECIFIC RESPONSIBILITIES:Under general direction and with latitude for independent judgment:
- Directs the planning, coordination, operation, implementation and evaluation of programs, policies and procedures related to recruitment and related goals and objectives and aligning these with overall goals and objectives. Evaluates recruitment and related programs/policies and monitors effectiveness to ensure goals and objectives are being met. Develops new and innovative approaches and action plans for outreach and recruitment to meet business objectives, regulatory compliance and the University's strategic goals.
- Collaborates closely with the Senior Director of Talent Acquisition, HR partners and hiring Chairs and Chiefs to plan and execute appropriate recruitment strategies and action plans to secure top talent in identified areas and meet strategic workforce planning needs. Consults with client managers to establish relationships and create mutually beneficial partnerships, gathering information from them and their HR partners to react appropriately to faculty current openings. Provides advice and counsel to business about legal requirements, recruitment policies and practices associated with hiring top talent.
- Works with Faculty Leadership, HR partners and marketing to reinforce an employer brand that focuses on attraction, screening and selection processes for presenting positive, balanced and accurate attributes of the position, the department and the organization to provide candidates with a rewarding interview and candidate experience.
- Develops and implements programs, policies and procedures designed to enhance the Talent Acquisition functions. Works with the Senior Director of Talent Acquisition to develop, interpret and/or communicate policies, procedures and services through written and oral presentations. Continually evaluates policies, procedures services and develops, recommends and implements changes when appropriate.
- Provides direction to recruitment staff and determines priorities, policies and procedures for associated areas of responsibility, including but not limited to, search committee formation, department interviews, candidate visits and selection. Maintains an awareness of recruitment sources, selection processes, job requirements and legislation concerning equal employment practices.
- Responsible for identifying vendors and service products that support the recruitment process and negotiates terms and conditions of these contracts in collaboration with University Purchasing. Interfaces with other Human Resources divisions to ensure adequate flow of information.
- In collaboration with the Senior Director of Talent Acquisition, evaluates the overall recruitment program and monitors the effectiveness to ensure goals and objectives are being met. Develops new approaches and action plans to meet administrative objectives.
- Utilizes data through statistical analysis to determine the effectiveness of recruitment efforts and to build recruitment strategies. Prepares presentations regarding program goals and outcome measures to Sr. Leaders.
- Serves as subject matter expert for regulations and policies related to talent acquisition and employment related regulations and policy. Ensures compliance with established University policies and procedures and local, state and federal laws or regulations. Keeps abreast of developments and trends in the field by reading professional journals and attending meetings, institutions, seminars, etc.
- Maintains awareness of all relevant regulations and requirements at the local, state and federal level for employment law.
- Hires, manages and evaluates performance, recommends classification reviews and initiates other personnel related actions for staff in the Talent Acquisition Division. Orients and trains staff in the department as required.
- Plans, organizes, staffs and prepares budgets for the division. Manages division's performance against plans and budgets, adjusting plans or performance as necessary. Develops and implements proposals/recommendations related to Talent Acquisition functions.
