The need to develop a new Strategic Plan (SP) is informed by changes which have come at a critical time when the biogas sector is reeling from the negative impacts of COVID-19 and the energy crisis brought about by the Ukraine-Russian war. It is regrettable that years of Biogas sector growth in the last decade since the emergence of the first institutional framework took root in 2007, have been hampered by these events at a time when the sector was just beginning to enter its expansion phase.
The new SP will also consider the restructuring that took place at the last BIONET AGM, where members appreciated the need to re-position BIO-NET to overcome these new challenges by creating positions for regional representation and restructuring the National Executive Committee and the National Board.
Objectives of the assignment/consultancy
The overall objective of this consultancy is to develop a Five-year Strategic Plan to ensure that BIO-NET fulfils its mandate to foster a harmonious vibrant biogas sector.
Scope of Work
The scope of work for the Consultant will include but not be limited to:
- Review the vision and mission based on new changes and development in the sector.
- Define the strategic pillars and priority actions that BIONET will engage its members and externally with biogas stakeholders and propose ways to actualize the pillars. Some of the anticipated pillars include membership services, knowledge and information management, representation and advocacy and standards and technical pillar.
- Undertake stakeholder mapping and analysis.
- Undertake a review of the governance and structure, and Action Agenda of BIO-NET
- Through a consultative process and application of an appropriate tool of analysis, identify focus areas and develop strategic objectives and key result areas for the same.
- Review the institutional capacity, organizational set-up, financial and administrative systems against the BIO-NET mandate and the identified strategic objectives and key result areas and make recommendations, if any
- Propose a strategy for achieving the strategic objectives and key results.
- Develop a Results and Resources Framework for the plan period.
- Hold stakeholder meeting(s) to validate the draft Strategic Plan
- Finalize Strategic plan and submit to BIO-NET and SNV
Timeline & Deliverables
- Inception report detailing the methodology to be used, activity plan and roles.
- BIO-NET Strategic Plan for five-years including a results and resources framework.
- Workshop and activity reports on the process including a list of stakeholders.
- Operational and engagement framework of BIO-NET partners
- All raw information and data consisting of flip charts, cards, PowerPoint slides and other information generated during the strategic review meeting.
This assignment is expected to be carried out for a period of 15-20 man-days. The below highlights the planning;
- Preliminaries: i.e., meeting with BIO-NET and SNV, planning for the strategic plan workshop, pre-analysis and pre-workshop draft paper with preliminary findings - 3 Man Days
- Conducting the Strategic Plan Workshop - 2 Man Days
- Analysis of information and data collected from the Workshop - 5 Man Days
- Submission of 1st Draft Strategic Plan document to a small technical committee composed of BIO-NET management with a representative from SNV and GIZ - 2 Man Days
- Incorporation of comments received from the 1st Draft - 1 Man Day
- Submission of final draft documents and closure - 2 Man Days
TOTAL DAYS - 15
Criteria for Evaluation
Technical proposal including:
- Individual Consultant experience in previous similar assignments and reputation – Past performance, references for the work performed in the last five years with at least 2-3 assignments in Kenya (25%)
- Demonstrate past work in the renewable energy (biodigesters) sector, or agriculture sectors, and working knowledge of Kenya (15%)
- Detailed Workplan (20%)
- Relevant qualifications (20%).
Financial Proposal (20%)
- Must be inclusive of all applicable taxes in Kenya (WHT/VAT).
- Value for money
- Clear budget match to deliverables based on a daily rate in Kenya Shillings
a) Academic Qualifications
At least a master’s degree in a relevant field in strategic management and planning, public policy, sustainable development studies, renewable energy and natural resources management.
b) Experience
- At least seven years of professional experience in strategic planning and management
- Prior working experience on energy decentralization programmes is an added advantage.
- Demonstrated experience in working with government partners, BMOs and other stakeholders in public sector development programs, especially in the area of capacity development.
c) Skills and Competencies
- Ability to work with minimal supervision.
- High level written and oral communications skills in English and Kiswahili
- Must be result-oriented, a team player, exhibiting high levels of enthusiasm, tact, diplomacy and integrity.
- Demonstrate excellent interpersonal and professional skills in interacting with government and development partners.
- Skills in facilitation of stakeholder engagements/workshops
- Evidence of having undertaken similar assignments
- Experience in research, policy development, management, and programming-related work.
Interested and qualified firms and consultants are required to submit separately, a technical and financial proposal that includes the following:
Technical Proposal
- Qualification and experience of the consultant and the team to carry out the tasks if available.
- The understanding of the assignment, demonstrating background knowledge
- Proposed approach and methodology to undertake this assignment, highlighting how the applicant will address the needs of this ToR
- Previous experience in a similar assignment(s).
- Detailed activity work plan.
Financial proposal
- Total budget (Kshs) aligned to the work plan.
- Cost breakdown of the lead expert per day
- Copy of PIN Certificate for individual expert
- Copy of valid Tax Compliance Certificate
Payments will be based on outputs, i.e. upon delivery of the services specified in the ToRs.
The consultant is expected to be based in Nairobi and no travel costs or subsistence allowances shall be paid, as the tasks do not need any travel outside Nairobi.
